I think you can make very good friends at any age. But
1. I have very old friends with a lot of, let's call it "weaknesses". Our friendship is "grandfathered" but if I meet new people I don't tolerate such things anymore.
2. Sometimes you meet an interesting person and would like to hang out more but things don't develop. This person never has time etc. You can also maintain only a limited amount of friends.
