The arrogance has been there since the start of systemd. It's not just a comment on a particular personality, either, but rather on the general attitude as demonstrated by design decisions.

I think it helps to think of it as making Linux more like Windows, with all of the plumbing hidden from the user and difficult to tweak by the administrator. "Why would you need to, anyway? We've already taken care of that for you."
