If the car was already braking, and it hit a soft enough obstacle (in this case, the

of the truck), the G force may not have been enough to trigger them, which would be correct behavior.

Thankfully, airbags do not deploy based on what us internet commentators deem "seems severe", but, instead, based on data from accelerometers.
