Is Brain Drain not a problem anywhere on the planet? Well, other than US that is obviously. At least in Canada new cycle seems to circle back to how we are subsidizing industries in the US with our young professionals who are educated here but chose to relocate to the US for far better pay at least once every three months.
There is no fix for brain drain. So long as US is awash in cash and can pay 2-3x what anybody else can pay there will always be people moving there for work from everywhere in the world.

Why not just... compete? Sounds like they are relocating for a reason.
It's a different world over here. The industry is far smaller, far less demand, far less funding, far fewer success stories. As the result there is no crazy competition for professionals and therefore wages are considerably lower than in the US.
