Can you imagine what these folks are thinking at the moment? They basically attacked an integral part of the USA's infrastructure, it can be considered an act of War/Terrorism. I am willing to bet they will all be extradited to the US for trial as soon as they are identified. No Government/Country wants the liability and fall out. Even Russia will conveniently have them take a foreign trip where they will be apprehended and sent to the USA. State actors have to show restraint when hacking foreign countries knowing that destroying infrastructure would be considered an attack/act of war, doesn't mean they don't hack, just means they are careful not to cross the Red Line unless they are already in warm war (ex:Israel vs Iran).
