In my experience, companies tend to refuse investing in doing open source work because they're usually scared that it will be extra work, a waste of time, or will cause legal issues/scare investors.
I'd hope that actual programmers in a team would be excited about doing open source work if given the chance though? It's just hard to convince a business that it's worth doing.
