This article doesn't really see to communicate what the changes are very well, and neither does the title. After reading the article it seems they are moving to a model where kids are placed into accelerated learning based on schoolwork and teacher input instead of using a test administered to kindergartneners. How effective this will be versus the other system will depend on details not mentioned in this article. Shame on the title here for just flinging culture war shit.
