Why do you think that is a more accurate description of what is happening? The entire point is that the execution is performed by doctors, for the express purpose of organ procurement. You make it sound incidental.
So when you want to talk about a subject you don't know, you take the formal route
What do you want to debate with: "Doctors in China been executing prisoners, using their hearts 4 transplantation"? to non chinese audience? "what?? chinese doctors are serial killers? they execute prisoners?"
So you first educate your audience and say: "it's actual death sentenced prisoners since china has Death Penalty"
Now this gives the ability for your audience to be educated about the matter and potentially be offended by Death Penalty

Now instead of sayin "omg china bad", if you use my proposed title, you get to allow your audience to debate and react about both subjects
