For anyone thinking 10% of GDP is crazy, like I initially thought:

1. It's 10% of one year's GDP, i.e. e.g. 1% of GDP for 10 years.

2. NATO standards for defense spending are 2% of GDP.

Assuming it really is that cheap, cost is not a blocker.

Given that, I think the better comparison is how much the world spends on fossil fuels.

I'm not sure what the latter number is, as I've heard claims that fossil fuels are subsided by anywhere from $1 to $5.9 trillion per year.
