Linux distributions are free to distribute their own builds of Chromium with whatever features they want. It's just that distributing a fork of Chromium, even with minimal changes, is a full time job for several people at least, due to the fast pace of updates and the security critical nature of browsers. And people prefer Chrome anyway due to the features that rely on Google servers like sync or translation.
