Virtues are virtues because people don't do them. We don't have to give positive names to things people do without being told. We give them names to try to encourage people to do something that they don't wish to do.

People who want to be humble don't go out of their way to become public figures, and thus rarely are. The public figures you see are a tiny fraction of the ones who desperately want it. Occasionally it's foisted on somebody who wasn't seeking it, but most of the time it goes to those who are putting in enormous effort. And they're competing against many others putting in similar amounts of effort.
