Ask HN: Best way to take few verbal notes while listening to podcast,hands-free?

I have one phone that has good bandwidth and storage. I am listening to the podcast on it. How can I take like 2 minutes of verbal notes while listening to a one hour podcast, and later be able to play them back without gaps but with "n minutes in" timestamps?

I suspect it’s not possible on a single device, or if it’s theoretically possible very few have made something like this since the demand is, I would guess, unfortunately too small.

I’m having difficulty understanding this sentence, could you clarify?

Afterward, I want to be able to hear the "notable-moments" gist in a span of 2 minutes. For each such "moment", I'd like to know when, within the podcast, it was said, to be able to find it again if I want.

And alternatively, what is the cheapest standalone voice-recorder-y device I can buy that is able to easily do the "intermittent voice recording" & "continuous voice playback" aspects of this?
