As someone born in the US, I got to work with plenty of world class talent I wouldn’t have if the US didn’t have the program. And it was only through working at world class companies with them, that I did become a world class engineer myself.
I’m sorry you didn’t have that experience and I concede that your story might even be the majority based on who is getting these visas. But think the bar isn’t, does there exist any American born citizen who could rise to that role, but do there exist enough, which, at least 10 years ago was no for several kinds of software, and I think it really did serve a valuable purpose beyond just providing cheap labor for American software companies.
