Are you experiencing it on youtube.com ? I tried it just now, and was able to view a video on youtube.com , pause it, and keep reading the subtitles with no recommendations popping up. Disclosure: I work at Google but not YouTube.

Yes, it's possible that you are right - I checked it on a random video, and there is no overlay.
