And yet for the past five years, every time I've looked at it, the top answers are all uselessly outdated. Simply getting rid of the stupid dupe policy would've helped solve this a lot better than time-weighted voting.

It works well in my experience, but it is not always enabled. Seems to be opt-in on every site instead of default.
