I fail to see why this is such a bad solution, assuming one had a tool with an Adobe Illustrator alike interface yet it generated CSS code instead of SVG files. Maybe I am missing something fundamental, but as I see it, they both have pros and cons.
Clarification: I do not think he used such a tool. My point is that you are way to quick to take a dump on this technique. Just give me an efficient way of doing it, and it might not be such a bad idea after all.
